Madam President, what should be the priority for Frontex and any other European agencies? Saving lives or pushing back people? Where is the moral imperative for Mr Barroso in front of the corpses in Lampedusa?

Most Member States' response to Syrian refugees has been disgraceful. We need an EU common asylum and migration policy. The focus on just humanitarian measures is bound to fail. Refugees will come out more and more as the war rages on. The EU should use the Syrian regime's frozen assets to help support Syrian refugees and IDPs.

But Syria will not and should not be emptied of people! An effective channelling of aid to IDPs inside Syria requires a more effective EU presence at the borders in Turkey and other neighbouring countries, to support the right channels and not risk misappropriation by corruption, government and Jihadist forces.

The EU needs also to do more to help organise politically the Syrian opposition to prepare a democratic future for Syria.
